The first thing individuals or institutions wishing to enter the field of hair transplantation should know is this: in Turkey, a hair transplant unit can only be established within a healthcare institution that complies with Ministry of Health regulations. This healthcare institution may be a private hospital, medical center, polyclinic, or another suitable healthcare facility defined in the regulations. The regulation states that a hair transplant unit may be opened within a healthcare institution by obtaining an operating permit certificate.

Legal Framework of Hair Transplant Services in Turkey

One of the most common mistakes made by those wishing to perform hair transplantation is viewing this field solely as a commercial investment. However, hair transplantation is a procedure that involves local anesthesia, surgical instrument use, sterile field management, patient follow-up, and medical record responsibility. For this reason, the location where the procedure will be performed must qualify as a healthcare institution, and additional permission must also be obtained for the hair transplant unit.

A healthcare institution wishing to establish a hair transplant unit applies to the relevant Provincial Health Directorate. Following the application, physical standards are inspected on-site, suitability evaluations are conducted, and the operating permit is added to the healthcare institution’s license or compliance certificate. This is because a hair transplant unit does not operate as an independent commercial venue but functions within a licensed healthcare institution. If the healthcare institution does not have this infrastructure, the permission process for hair transplant activities cannot begin.

The operating permit certificate is the most critical document required for the hair transplant unit to officially operate. Once inspections conducted by the Provincial Health Directorate are completed positively, the hair transplant unit is added to the healthcare institution’s license. The regulation clearly states that a hair transplant unit cannot be opened and hair transplantation activities cannot be conducted without an operating permit certificate.

For this reason, when making investment plans, the healthcare institution status and permit eligibility should be evaluated before renting a space or beginning advertising activities. Otherwise, both financial loss and the risk of administrative sanctions may arise.

Physician and Assistant Personnel Documents

The documents of physicians and healthcare personnel who will work in the hair transplant center constitute one of the most important sections of the application file. In Turkey, the hair transplant practitioner certificate is the document showing that a physician is authorized to perform hair transplantation procedures. The hair transplant assistant practitioner certificate shows that non-physician healthcare personnel may assist the physician in this field.

The regulation also states that some physicians are not required to obtain a separate hair transplant practitioner certificate. It is regulated that only Ministry-certified personnel may work in hair transplant units. In addition, assistant practitioners work under the supervision and responsibility of the physician. What Should Be Considered in the Application File?

When preparing the hair transplant unit application file, simply completing the paperwork is not sufficient. The documents must be consistent with each other, up to date, and ready for inspection.

• The address on the healthcare institution license must match the actual address of the hair transplant unit.

• Physician and assistant personnel documents must be included completely in the file.

• The procedure room must meet the physical conditions specified in the regulations.

• If sterilization services are not provided within the institution, outsourced service documentation must be provided.

• Emergency intervention equipment should not only appear on the list but must also be actively usable.

• Patient registration, photo archive, and informed consent processes must be properly organized.

• Personnel changes, device changes, or physical space changes should not be made without authorization.

• If health tourism services will be provided, the authorization certificate process must also be completed.

Missing or inconsistent documents in the application may prolong the process. Therefore, while preparing the file, the current practices and checklists of the Provincial Health Directorate should be taken into consideration.

Patient Documents and Record Responsibility

The documents required to perform hair transplantation are not limited only to the opening stage. For each patient, pre-procedure information must be provided, an informed consent form must be obtained, and pre- and post-procedure photographic records must be maintained regularly. The regulation states that an informed consent form must be obtained from every patient undergoing the procedure and that photographs of the transplantation area and donor area must be attached to the form.

Health Tourism Authorization Certificate for Foreign Patients

However, for healthcare facilities wishing to provide services to international patients, a hair transplant operating permit alone may not be sufficient. Healthcare facilities wishing to operate within the scope of international health tourism must obtain an authorization certificate.
